We might be talking about different things, lol… What truckers do is not to look out for the workers or LEO, its so that 100 cars don’t pass them and they are in the back of the line waiting to merge. Kind of like this

If:
truck passing truck speed differential < 1 mph
or
time taken to pass other truck > 30sec,

then
trucker in passing lane = kiss my ass
