NYS is the most difficult state to practice insurance in because upstate and downstate are so different.
I think you are missing the point. It’s not like starting from scratch. The structure and organizations are already in place. If anything, NYC would have a harder time because they would have to establish a new capital to run everything.
You are not starting over from the beginning.
