Do i have to use POR-15 metal ready on bare blasted metal before applying POR-15 rust preventative paint?

Yes. It is a self-etching primer. That will guarentee that the POR-15 paint will stick.
It also adds a zinc phosphate coating that chemically bonds the metal and POR, plus eats up any small surface rust spots. I’d use it.
If you have leftover Metal Ready, it improves welding conductivity, and makes a good base for laying primers on too. :fyi:
