What about the fact that there is a pedestrian path to run on… everywhere?
I mean seriously, the fact that they can’t be stopped by normal measures shouldn’t even be an argument. That’s the only reason they are doing it is because they know that fact.

But if not ramming… what other options are there? Shoot? Spike strips? lol
Even if you do block them and they end up ramming the cop cars full speed while the cars are stopped and go flying… are the cops to blame again for “blocking them”? Hitting a stopped car and going flying would do more even MORE harm then them being hit while moving.
