this is only if the new cluster can not be programmed to reflect the previous mileage. if the correct “actual” mileage is portrayed properly on the replaced cluster then a discrepancy form does not need to be filed.
EDIT:!!! however when purchasing a NEW cluster the dealership must account for the used one and forms filed in triplicate as to why a new cluster was sourced and what is being done with the damaged unit.
