how to stop compressor surge :S, cold starts issues.

ever since the upgrade of a t28 turbo (ca18det) with fmic, bov, 2.5 i/c piping… pod, 3 inch turbo back exhaust. any time i rev and let off sharply with the car not in boost but -18hg up to the zero mark i get a wicked fluttering…compressor surge right? now i was told to adjust the bov… hasnt changd any thing… what else to try…? also has a really hard cold start up, sometimes takes multiple tries and idles rough at 6-700 rpm till warmed up.
it gets better … coming to a quick stop every once in maybe 15 or 20 stops the revs kick down to about 4-5 hundred rpm…sometimes she’ll die sometimes ill see it/feel it and give it a quick rev and its fine again.

any help , input woudl be greatly appreciated.

p.s. safc 2 also installed can that help adjust anything… :S barely now how to work the damn thing…

my ca did the same thing last summer

poor cold start, low ide rpms, would die if i didnt rev it up

turned out to be fouled spark plugs

changed them out, she ran, started, and idled like a god damn champion
