That isn’t that bad. If the price was right for it you could de-rice it pretty easily.
X2, I would pay 2-3Gs max. Would make for a good de-rice project car. 
i’ve seen worse haha, if i lived there i might offer the guy something and de rice it but to import it right now would be dumb
