Any amateur can take earthquake data and using statistics predict a broad time frame (years) for a large outlier like this one. So unless these “people” gave a specific date they’re just doing what everyone else has been for years; guessing.
We’re measuring the “strain” on the ground in California to attempt to predict an event but it’s still unproven.
Japan has a billion dollar warning system that alerts people when it detects the weaker first waves of an earth quake, before the large waves hit. Here is it in action during this last event;
