With bumper/hood/windshield as a unit there is good chance you’ll roll over the smooth surface that has some give to it instead of getting mowed down by someones exposed crashbar. Common sense.
I would rather have a plastic bumper cover take some impact rather then smashing a steel beam.

lots of bumpers have nothing of the sort, just a metal rebar, and a thin layer of plastic that fits tightly over it.
i got hit by a truck once, it had a snow plow mount on it. i was riding my bmx bike, it was like 8 years ago… it felt really good!
