having lived in Virginia and DC, I concur - NY insurance rates are dirt ass cheap.
Well Michigan/Detroit seems to have it the worst. Sure Louisiana is a little higher but that is due to natural disasters, not laws like “no fault”.
A guy runs a red light and totals my car, my insurance has to fix my car. I have to personally go after the other guy if I want to try and get $500 to cover my deductible. I have a co-worker who has been to court twice in the past year trying to get the $500 and at this point he is just fighting the fight on principle.

Don’t get too excited. You probably don’t have half the coverage that this “average” is accounting for. super low premium usually = lowest limits of liability you can get. If you get into and accident you are liable for more than you carry on you insurance policy, there goes your savings, home, etc…
500K liability plus I have an umbrella policy. I haven’t had minimum coverage in ages.
That is good for you. You are more educated than 75% of people who own insurance. Most people shop for the lowest coverage at the lowest price.
Yeah, that makes sense when you barely make enough money to pay your bills. Once you have any sort of assets it’s time to up the limits.
For max coverage on three cars I’m still lower than the top ten.
