if verbal orders are not met, an officer can continue on to the next step - physical action. I’m betting this is what happened here.

you can see he is bending down to get into the car, it APPEARS he was meeting verbal orders… therefore no need for physical action. Honestly I am betting the officer was weighed down by his badge and felt the need to assult the guy.
