that looks like a vinyl pinstripe. not a painted one.
the oven cleaner will work. as long as its good paint under the stripe.
I would use some PPG DitZ-0 or DX440 wax&grease remover for the residue and some heat from a hairdryer or heat gun to get the rest of the vinyl off.
there are a bunch of other glue removers out there. but the DX440 i have found to work the best. any autopaint shop should have it in different sized bottles.
