Send him a new message and change the subject to the one that looks like culture. (It’ll be in german) Then when he gets it and accepts your all set.

four academies, and four towns to pillage the same places The key to this game I think is the amount of trade ships. The more you have, the more goods you can pillage from everyone else. I just sent a ship from each of my towns to the same place to pillage, since last night I got 9 ships out of him.
I’ll end up getting all 24 of my ships worth of goods! LOL
