IM thinking of buying a part from a guy in canada. How is shipping across the border? He has given me a shiping cost already but I want to know if there will be any fees when it hits customs? Or when he goes and ships it does he pay everything to the carrier right away and thats it?

its international so there are more fees and paperwork to fill out (he might have already included those in the number he gave you, or not). Depending on what it is and where he is located it might just be easier to have one of you drive across the border
