Small rust spot removal?

If you see the rust there, its already focked. To do it right its a cut out and patch job. What year is the car? There is about $170-$250 in materials to respray a hood and bumper cover. If I wasnt uber busy I could respray it for you after I scabbed in a filler piece and such.

2002 IS300… let me know. I dont need the bumper done, just the rust spot really.
