Of course they did. They could have stayed home, went to private parties, or perhaps go to the casino where I"m not sure but I’m guessing smoking is allowed to a certain extent at least. I was just in Florida where similar laws are in place, still plenty of people in the bars. Also went to one of the big casinos down there on an Indian reservation so the smoking ban was not enforced, not overly packed with all the smokers who drove an extra 10-15 miles to get there, hell not all that many smokers in general.
The very small amount of people who will go out of there way to go out of the county to smoke would most likely be equalled out with those that would go into the county just to be able to get away from the smoke.
Laws requiring reduced emissions on public roads as well as those limiting modifcations to vehicles are often times best for the public well-being. The more rediculously modified a vehicle get the less it should be on a public road and the more it should be on a track where all those things can be done to cars without endagering innocent by-standers.
