Who makes the rules?

Whats your point here? My Voltaire joke was serious, read about the enlightenment, it couldnt directly relate more to your questions.

The government (today) reacts to the information it is given. If only 50% of the people participate, the government will act on that input. The other 50% are SOL - how are you to represent them when they wont tell you what they want? Unfortunately, most of the people that do vote religiously are the nutjobs at either end of the spectrum which is why we have 2 parties that dont represent the majority of the nation.

And the governor of California is not part of my government because he does not govern me. If he did govern me, I would’ve had a chance to vote for him and on his policy (unless you live in DC…).
