Who makes the rules?

If this converstaion is based on morals and beliefs, how can one say that someone else’s morals are “close, just off in a slight tangent”? To you, killing may be bad. To a random person walking down the street, they may feel killing is a good thing. Morals are based upon how the person was brought up and raised.

I didnt read past the 1st page, so if what I said has nothing to do w/anything currently going on, ignore it. :lol

Killing in general world civilized society is considered “bad”.

My question is, who says so and why?
